The role of Living Labs in seaport energy transitions

Batten down the hatches, because the energy transition is making waves in the maritime industry! As ports look to harness clean energy, POTENT-X is diving deep into innovation with the use of Living Labs. A Living Lab is “a user-centered, open innovation ecosystem based on a systematic user co-creation approach, integrating research and innovation processes in real-life communities and settings” [1]. However, a Living Lab is more than just a testbed—it’s an entire ecosystem where innovation thrives in real-world environments. Living Labs excel in tackling “wicked problems”—those choppy waters where challenges like climate change, urbanization, and energy transition make smooth sailing difficult. 

Imagine a collaborative harbor where researchers, businesses, policymakers, and communities come together to co-create and test solutions. This is what POTENT-X aims to do! POTENT-X has partnered up with the European Network of Living Labs (ENoLL) to establish two Living Labs across the North Sea and Baltic regions:

  • Port of Trelleborg: Aiming for net-zero emissions by 2040, the port will explore green fuel options and establish “Green Corridors” with partner ports.
  • Port of Aalborg: Leveraging wind energy and Power-to-X (PtX) technologies, the port will develop decision-making tools for integrated energy systems.

ENoLL will support POTENT-X by educating the project team on Living Lab methodologies and governance models, ensuring that the Living Labs are structured for success. Additionally, ENoLL will assist in identifying and engaging key stakeholders, fostering collaboration across different sectors. By implementing best practices, ENoLL will help POTENT-X create Living Labs that are both effective and sustainable. Furthermore, ENoLL will guide the Port of Trelleborg and Port of Aalborg through the process of applying for Living Lab certification, ensuring that these hubs of innovation meet the highest standards of co-creation and real-world impact. During the coming months, ENoLL will host workshops designed to set the foundation for the development of the POTENT-X Living Labs, covering:

  • Definition of the vision, mission, and purpose of the Living Lab.
  • Stakeholder mapping and needs identification for value creation.
  • A mix of structured lessons & hands-on exercises for practical application.

THe European Network of Living Labs (ENoLL)

The European Network of Living Labs (ENoLL) is an international non-profit association based in Brussels (Belgium) that aims to promote and enhance user-driven innovation ecosystems, more precisely, the Living Labs concept. ENoLL focuses on facilitating knowledge exchange, joint actions, and project partnerships among its +480 members, influencing EU policies, promoting Living Labs, and enabling their implementation worldwide.


The ENoLL network aims to create pan-European experiments and prototypes for new markets, based on the Digital Single Market. It is an open engagement platform where new business models can be co-designed, experimented with, and developed, all based on a quadruple helix approach, creating safety nets for experiments and prototypes with new roles of the public sector as enabler and catalyzer.
